Transparency failures are governance failures

Fou links the framework to long-running concerns around undisclosed rebates, principal transactions and conflicts of interest. His core question is whether an advertiser can independently see where money went, what was bought and what actually delivered.

Reports and logs are inputs, not automatic proof

A platform can document that a transaction or event was reported. That does not by itself prove that a creative rendered on the represented device and site, app or CTV environment or met the agreed quality criteria.

Advertiser control of data and access

The boilerplate proposes that core accounts, configurations, outputs and access rights remain under advertiser control. That reduces dependency on an individual agency or vendor and supports future audits.

Governance must include billing and remediation

Measurement rules matter only when the consequences are also defined: what is billable, what evidence is required, what remediation is available and who has authority to make the decision.

Not legal advice

Fou explicitly presents the boilerplate as a sample business resource. Jurisdiction, privacy, consent, platform rules, agency models and commercial contracts require review by qualified legal counsel.

Methodological note

This article describes principles and questions. Specific fraud, bot or quality rates cannot be transferred directly to individual campaigns without understanding methodology, scope and data basis.
